Human Resource Development Needs Special Attention (14/3)

How important a role does human resource development play in Vietnam?
Human resource development has become a topic of concern and should be thoroughly reviewed. This development is central to any development cycle and Vietnam should pay more attention to human resource development so as not to lag behind.
Vietnam has entered the "Golden Population Structure" period, starting from 2007 and as predicted, ending in 2041. This happens only once in the history of the demographics of every nation and will offer a major contribution to the country's social and economic development if the government has a suitable policy on human resource development and job creation.
If the government pays special attention to the needs of the young labor force, this force will probably join the rest of the world as an equal in the next 10 or 15 years.
It is said that although Vietnam has possessed an abundant work force, most workers are less practically trained, do you agree?
It's true; however, I think that Vietnam still faces a long-term shortage of both practical and theoretically trained workers. Our current training system has been commercialized, favoring qualifications and certificates, while paying less attention to the quality of training. As a matter of fact, a majority of our trained workers are unskilled and competitively weak.
How do we overcome these setbacks?
I think that we should do a lot to overcome these setbacks to achieve the set goals. Our human resource development model resembles a common economic development model in many aspects. Therefore, we should review these aspects carefully before conducting reforms without consideration of the country's market economy.
With our currently poorly trained force, we should not use drastic measures but play it safe by accessing and solving immediate problems and gradually improving our current training system. I believe that by an assiduous attention to detail, we will succeed in the master plan on the development of human resources during 2011-2020./.
