Investment priority okayed for five EZ groups (23/8)

The five EZ groups are Chu Lai in Quang Nam Province and Dung Quat in Quang Ngai Province; Dinh Vu-Cat Hai in Hai Phong City; Nghi Son in Thanh Hoa Province; Vung Ang in Ha Tinh Province; and Phu Quoc Island and Nam An Thoi Islands in Kien Giang Province.

In a document released last Friday, the Prime Minister requested the Ministry of Planning and Investment to coordinate with relevant ministries and localities to provide support from the central budget for EZ infrastructure development under Decision 126/2009/QD-TTg dated October 26, 2009. The aforesaid EZ groups will receive a minimum 65% of the total annual support in the three years from 2013 to 2015.

The planning ministry is responsible for monitoring the implementation of the scheme “Review and develop criteria to select coastal EZs prioritized for State budget investment in 2013-2015”. It is expected that the scheme deployment will be reviewed in the fourth quarter of 2015.

At present, there are 15 coastal EZs across the country. Several EZs have attracted large-scale heavy industry projects in the fields of mechanical engineering, petrochemical, and thermal power, contributing to local socio-economic development and promoting the sea economy.

However, EZs have certain shortcomings such as low-quality planning, rapid growth in number, dispersed investment and development, and improper investment structure.

The scheme “Review and develop criteria to select coastal EZs prioritized for State budget investment in 2013-2015” introduces objective criteria to evaluate the 15 existing coastal EZs and proposes solutions and measures to focus resources and policies on the chosen EZs, as a motivation for the development of the remaining EZs in later periods.

The criteria for selecting good EZs set by the planning ministry are strategic location towards the region’s development, investment attraction result, key projects, airports and seaports.
