At a conference of the Industry
and Trade sector, Hai Duong Department of Industry and Trade director
Vu Doan Quang said that Hai Duong had 40 IZs approved planning till the end of last year. However, in the process of development to match actual needs, five IZs were converted purpose and function. Therefore, the province
currently has 35 IZs covering on a total planning area of nearly 1,544
hectares. Of which, 28 IZs have put into operation, attracting 285
investment projects with total registered capital of over VND6.63
trillion. In addition, the IZs
system has brought socioeconomic benefits to Hai Duong, industrial
production value generated from businesses in IZs in 2011 accounted for
31.5 percent of the total industrial production value of the province, attracting and creating permanent jobs for 59,000 workers.
In addition to positive contributions, the development of IZs in the province is inadequate. The environmental
pollution, especially water pollution in IZs has not been overcome for
many years. Attracting businesses to invest in IZs infrastructure is
also difficult. Only two businesses in the province have been granted certificates of IZs infrastructure business and investment.
A
number of IZs have not been invested in, such as Tu Cuong, Doan Tung
(Thanh Mien), Dong Tam (Ninh Giang), Hong Lac (Thanh Ha) and Nhan Quyen
(Binh Giang) IZs. This is a large waste, creating pressure to social
security in the province.
Vu Doan Quang said that shortcomings in the development of the IZs system in Hai Duong are mainly from the weakness in management. Due to Decision 3194/2007/QD-UBND dated September 7, 2007, the people's committee in the districts
and cities must establish IZs management board. However, most
localities have not established management board, leading to
difficulties in managing projects and checking businesses in IZs.
Statistics and reports of IZs infrastructure investment projects as
well as secondary investment projects in IZs have not been focused on.
Due to the trendy
development, most IZs have been approved detailed construction planning
but have not been decided to set up in accordance with regulation on
IZs management. In addition, the unclear
specification of infrastructure investors and no minimum infrastructure
built before approving businesses in manufacturing and trading lead to the lack of synchronous infrastructure and investment attraction as well as environmental pollution.
Tightening
operational management of IZs is an essential solution that will be
implemented by Hai Duong Department of Industry and Trade to restrict the shortcomings in the development of IZs. Hai Duong Department of Industry and Trade is finalizing the draft of IZs planning until 2020, with the orientation of strictly controlling IZs to ensure the effective operation.
To facilitate the operational management of IZs, the Ministry
of Industry and Trade and involved ministries and sectors should
specifically guide regulation on IZ development center. Moreover, it
should be considered allowing the establishment of the provincial IZ development center to enhance the feasibility./.
