Vietnam highly appreciates ODA capital (02/01)

Nearly US$80 billion worth in ODA
Vietnam officially received ODA capital in 1993. Until now, Vietnam has 20 years of receiving its donors and has attracted nearly US$80 billion worth in ODA. According to United Nations Office in Hanoi Specialist Peter Reeh, Vietnam was the seventh largest country in the world receiving ODA capital.
Donors pledged to provide ODA capital for Vietnam despite difficulties in the global and Vietnamese economic situation in recent years. According to the chart, donors pledged to provide US$7.3, US$8.063, US$7.9 and US$6.486 billion worth in ODA capital for Vietnam in 2009, 2010, 2011 and 2012 respectively.
According to the Ministry of Planning and Investment's report, ODA capital played an active role in order to help Vietnam to obtain significant achievements in socioeconomic development, such as overcoming developmental delay situation and becoming a middle-income country.
Prime Minister Nguyen Tan Dung when speaking at the CG 2012 said that ODA capital played a positive role for Vietnam's socioeconomic development, transforming Vietnam from a poor country with GDP per capita per year of only US$140 in 1992 to a middle-income country with GDP per capita per year of US$1,600 in 2012.
Committed ODA capital for Vietnam in the 2009-2012 period
Appreciating ODA capital from international donors, Vietnam has committed to using ODA in an effective manner. Therefore, the rate of disbursement has also been improved in recent years.
According to the chart, total ODA capital disbursement reached US$1.785, US$2.716, US$2.253, US$4.105, US$3.541 and US$3.65 billion in six consecutive years from 2006 to 2011 respectively. The Ministry of Planning and Investment said that ODA capital disbursement would reach US$3.9 billion in 2012.
Vietnam has disbursed more than US$37 billion worth in ODA. However, this figure has not satisfied international donors and the Vietnamese Government. Therefore, improving ODA disbursement and increasing ODA effectiveness are the Vietnam's goals in the near future.
It is an effective manner for Vietnam to continue to receive ODA capital in order to accomplish goals. According to experts, even got rid of low-income country, Vietnam is still in the first period of the middle-income country and faces difficulties due to weakness in infrastructure, low national competitiveness, unsustainable poverty reduction and the risk of severe consequences from global climate change.

Actively accelerating ODA capital disbursement
To overcome the situation of slow disbursement in 2012, Prime Minister issued Decision 106/2012/QD-TTg in order to approve the project focusing on attracting, managing and using ODA capital and other preferential loans in the 2011-2015 period. Vietnam will disburse about US$14-16 billion in the 2011-2015 period.
The Vietnamese Government also selected 2012 as the disbursement year. In addition, the Government established the national steering committee on ODA capital disbursement. Therefore, disbursement result in 2012 has increased by 10 percent compared to 2011. Many international experts have appreciated the Vietnamese Government's effort.
To accomplish the disbursement target of US$14-16 billion, at the CG 2012 meeting, Minister Bui Quang Vinh said that ODA capital disbursement next year would be improved. The Vietnamese Government will take a series of measures to improve ODA disbursement and increase ODA effectiveness.
The lack of reciprocal capital funding was one major bottleneck that had hindered ODA disbursement. Therefore, the Government would consider reciprocal ODA capital to be one of the top priorities in 2013 and the coming years. Moreover, it would call for other sources of capital to accelerate the pace of ODA disbursement and to improve ODA efficiency.
The Government would also research and amend the Land Law in order to apply a better policy on ground clearance to accelerate the pace of ground clearance operations for the development of ODA projects. In addition, it would increase the level of professionalism of ODA project authorities and tighten control to prevent corruption and losses during the implementation of ODA projects./.
