According to the Ministry of
Labor, Invalids and Social Affairs, after two years of implementation
(2011-2012), the national target program for sustainable poverty
reduction has gained positive results, with more than four million poor
students being exempted from tuition and supported in terms of learning
conditions; 83,563 households have been granted agricultural land; 278
scientific and technical support project for mountainous areas during
the 2011-2015 period have been approved and implemented.
Over the past two years, the
central budget has allocated VND2.21 trillion for rural vocational
training and labor export. Since 2010, nearly 1.1 million rural workers
have been offered short-term training.
The Ministry of Industry and
Trade (MOIT) has given special priority to rural vocational training,
especially in remote areas. Deputy Minister of Industry and Trade Ho Thi
Kim Thoa said “Vocational training linked to employment is an effective
method to help rural workers escape poverty.”
According to the national target
program for sustainable poverty reduction during the 2012-2015 period,
the national poverty rate is to reduce by two percent and the
district-level poverty rate is to reduce by five percent on average by
the end of 2013. To achieve these objectives, the prime minister has
decided to launch the third project as part of the national target
program on sustainable poverty reduction.
The project particularly aims to
support the care and protection of forests and forest land, labor
export, education, vocational training for the poor, and training of
local administrative staff.
It is expected that by the end
of 2015, the national poverty rate would fall below two percent and the
poor district rate would reduce to less than 30 percent according to the
target set by the national target program for sustainable poverty
reduction./.
