What are difficulties and problems when implementing the program?
This is a general problem and requires time. Like investing in transport infrastructure and irrigation, it should have a period of times to promote efficiency. New production development models are needed a period of times to test. After three years of the implementation of the program on new rural area construction, almost communes have paid attention to the implementation of projects. 
The national steering committee for the program on new rural area construction asked localities to support the development of new production models in order to improve income for rural workers.
What are solutions to successfully implement a criterion on improving income?
According to general direction, the agricultural sector would direct and guide communes to develop new production models. The development of new production models are needed to associate with vocational training. In particular, it is necessary to rely on the commune’s advantages on the basis of approved plans and projects.
In the deployment process, to help communes achieve a criterion on improving income for rural workers, it is necessary to implement on all aspects, such as supporting the development of infrastructure directly affecting production efficiency and replicating effective production models associated with vocational training and scientific and technological transfer. Leading role of businesses is very important. Businesses must link to farmers to create production chains in order to improve efficiency.
According to Decision 342/QD-TTg on amending five criterions in the program on new rural area construction, to 2015, income per capita in rural areas reach VND26 million. Has the decision received responses from localities?
Almost localities said that giving the absolute method was more advantageous than giving targets. For example, a commune reaches income of VND12 million per capita. To reach five criterions in the decision, a commune needs to reach income of VND18-22 million per capita. Therefore, communes will have to consider increasing production efficiency in careers.
Communes must have an annual income growth higher than an average income issued by the Ministry of Agriculture and Rural Development. In terms of communes achieved high income of VND25-30 million per capita, to 2015, if income per capita does not increase, its commune will not reach criterions in the decision. Therefore, communes must continuously strive to improve people’s living conditions. /.
