Gov’t releases policy on reducing public employees (24/11)

Accordingly, employees will be subjected to reduction if they become redundant after the competent agencies issue decisions on organizational structure and manpower of the employees’ organizations or public non-business units shift to ones that have the right to autonomy, and self-responsibility for task performance, finance and organizational structure.

Employees will be streamlined due to the lack of professional standards as required by law if there are no other working positions available for them and their organizations can not arrange retraining for them.

For the two consecutive years, if employees complete their tasks with limited capacity or complete their tasks with limited capacity for one year and fail to complete their tasks for the other year, they will be laid off in case there are no proper working positions for them.

Other cases include employees who work for administrative agencies and public non-business units under indefinite term labor contracts; chairmen, directors, chief accountants of State’s single member limited liability companies after equitization, dissolution, merger, bankruptcy.

Under the decree, sick employees, pregnant women, women on maternity leave, and mothers of infants under 36 months of age are NOT subjected to reduction. 

The new policy also covers regulations on early retirement and financial support for them.

Earlier, the Ministry of Home Affairs proposed a draft document on reducing public employees which targets to cut 100,000 employees within six years from 2014 to 2020./.
