PM approves program on development of industrial clusters, value chains (12/01)

The program aims to complete researches, indentify potential areas, suitable competitive products and industrial clusters to start pilot projects in the mentioned sectors as well as review economic and industrial development plans and strategies to attract more investment in 2015.

By 2020, it sets to form five pilot industrial clusters at identified potential areas, complete mechanisms and policies to attract investment, improve capacity of businesses, develop human resources and science-technology to serve the upgrade of the value chains and the formation of industrial clusters.

Specific industrial clusters formed in localities

Accordingly, the consumer electronics-focused cluster will be set up in southern Binh Duong Province, while that for visual electronics in Thai Nguyen, Bac Ninh, Bac Giang, Hanoi and Hai Duong in the north, and information technology and other related services in Ha Noi, Ho Chi Minh City and Da Nang. 

Textile and garment industrial clusters will be formed in the northern provinces of Thai Binh, Nam Dinh, Ninh Binh and Bac Giang and other garment ones will be located in Ho Chi Minh City and the central region.

The aquatic processing clusters will be established in the Southwest, and clusters for processing seafood and agricultural products in coastal, Central Highlands and the northern midlands and mountainous areas.

The program plans to promote agricultural machinery clusters in Ha Noi, Hai Duong, Hai Phong, Ho Chi Minh City, Long An and Dong Nai.

It will also develop tourism clusters such as Hai Phong-Quang Ninh marine ecological tourism cluster, Da Nang-Thua Thien Hue-Quang Nam leisure and entertaining tourism cluster, Khanh Hoa-Binh Thuan marine tourism cluster, Binh Dinh-Phu Yen-Ninh Thuan marine and nature tourism cluster, Ho Chi Minh City-Ba Ria-Vung Tau marine and urban entertainment tourism sector and Phu Quoc Island tourism cluster. 

To implement the program, two sets of solutions have been proposed. The policy-related solution is aimed at attracting investment, speeding up the application of science-technology advances and developing human resources. Meanwhile, supportive solutions will prioritize the launch of four joint projects and eight industrial projects.
