VN to enhance effectiveness in cooperation with ODA donors (03/03)

The PM assigned the Ministry of Planning and Investment to work with the World Bank (WB) to outline a report on the investment and business environment in Viet Nam, which should state shortcomings, name the sectors needing further improvements, and come up with solutions to better the investment and business environment in order to meet ASEAN 6 standards.
The Ministries of Transportation, Planning and Investment, Finance and relevant agencies were required to work closely with the WB to quicken investment preparations for the Dau Giay-Phan Thiet Highway project in public private partnership (PPP) model.
The PM asked the Ministries of Agriculture and Rural Development, Planning and Investment, the State Bank of Viet Nam to coordinate with the WB to complete as soon as possible preparations for the project on general rural development to improve adaptation to climate change in the Mekong Delta region.
The Ministry of Planning and Investment (MPI) was assigned to provide necessary information about the country’s socio-economic development plans in five to ten years as references for the WB to develop the 2035 Viet Nam Report.
The PM urged relevant agencies to practice thrift in using ODA and preferential capital, especially those for technical support, minimize field and overseas trips and prioritize capital for implementing components of projects and programs.
The MPI was asked to inform relevant agencies and donors about the assigned tasks and report the implementation to the PM.
