Requirements for next development stage

Thanks to the profound and comprehensive reforms over the past 30 years of renewal, Viet Nam has gotten out of socio-economic crisis and low level of development, becoming a middle-income country. Decent growth in the past consecutive years has contributed to pushing back poverty and backwardness in the war-raged nation.

The politics and society have become stable, national defense and security has been strengthened, positive development has been seen in culture, and democracy has been upheld and promoted, contributing to consolidating and enhancing the national solidarity and strength, to maintaining national sovereignty, and to expanding and deepening external relations. Viet Nam’s position and prestige have improved in the region and the world. This is, according to State President Sang, an important premise for the country to accelerate comprehensive and synchronous reform and creative development to become an industrialized country towards modernity.

The core roots to the above direction stem from numerous difficulties and challenges facing the country. In recent ten years as the country began deep regional and international integration, many internal weaknesses and shortcomings in terms of institution and administration have revealed. Those weaknesses and shortcomings exacerbate the risk of lagging behind many countries in the region.

The quality of growth, productivity, effectiveness, competitiveness, and self-reliance of the economy remain low, rich and poor gap widens, and a part of the population still find it difficult to feed themselves.

Economic growth is heavily dependent on natural resources and capital instead of knowledge, science and technology and skilled labor.

Against that backdrop, it is now a good time for Viet Nam to launch stronger innovation, further improve institutions, develop socialist-oriented market economy, reform national administration system in a comprehensive and profound manner, actively integrate into the global community.

Viet Nam needs a new way of thinking that is creative in terms of industrialization and modernization based on scientific grounds in accordance with a fast changing world. Thus, strategic orientations for national industrialization and modernization process for the next development stage should include proper development of some labor-extensive industries in order to beef up labor structure shift, reduce unskilled laborers from the agriculture sector while creating breakthrough in manufacturing, processing, energy, material industry, electronics, supporting industries among others to shorten time required for the industrialization process.

It is necessary to strongly develop service sectors of connectivity nature that meet requirements of production and consumption, especially high-tech, high valued-added ones such as finance-banking, trade, tourism, transportation, telecommunication, education and training, science and technology, health as these sectors could help the country to open the throttle.

Viet Nam also needs to step up the industrialization and modernization process in agriculture and rural areas towards large-scale agricultural production, high-tech application, scientific production steps, combination of production and preservation, processing and distribution, enhancement of productivity and effectiveness, better food hygiene and safety, and engagement of businesses, particularly big ones.

The process of industrialization and modernization needs to associate with the building of a socialist-oriented market economy which fully and synchronously operates on market rules.

Viet Nam should also innovate and improve legal system, policies and mechanisms to encourage the development of and create an equal competition environment for businesses of all economic sectors, build and develop synchronous types of markets, eradicate monopoly and ask-give mechanism to fully promote the role of market mechanism in mobilizing and allocating resources for industrialization and modernization and create driving force for the development of businesses.

The State creates a favorable, open and transparent legal and economic environment for operation of businesses to compete equally, overcome the defects of the market, encourage and support businesses to innovate technological capacity, train high-quality workforce, accelerate creativity, and speed up the process of economic structure shift.

State resources should be allocated in accordance with proper strategies, planning schemes, and plans to supply public goods and services that are truly important. The harmonious and effective combination of the role of the State and market is an important factor for curtailing the process of industrialization and modernization and limiting risks.

State President Sang said knowledge and creativity are among the decisive elements for the success of accelerating industrialization and modernization in the current context. Therefore, Viet Nam needs to make science and technology, education and training the top national policy, the most important driving force for the development of modern production forces.

The country should continue active international integration to step up industrialization and modernization process and improve national competitiveness while actively preventing and mitigating adverse impacts of international integration to build an independent and self-reliant economy.

International integration must be promoted on the basis of innovation and creativity. The State needs specific policies to advocate businesses to improve their competitiveness by applying scientific and technological advances and reducing costs.

Viet Nam also needs to launch comprehensive and profound reform of the national administration system through innovating way of thinking and approaches because a modern and effective administration system can nurture and encourage creativity that is conducive to foster industrialization and modernization./.
