Gov’t spokesman clarifies public concern issues

Minister-Chairman of the Government Office Nguyen Van Nen released on Friday that Viet Nam’s total public debt volume reached VND nearly US$110 billion by the end of 2014. The figure is still within the safety limit set by the National Assembly.

The Government spokesman said the Cabinet has taken measures to enhance management and improve the effectiveness of using foreign loans in order to ensure the safety of the national financial system and macro-economy.

Regarding the possible credit package for transport infrastructure development, Mr. Nen said during the Cabinet meeting held in February this year, the Government assigned the State Bank of Viet Nam to coordinate with the Ministries of Finance, Planning and Investment, and Transport to mull over a credit package for transport infrastructure development. The Government will only consider and decide once these ministries submit a study report on this issue.

For the disbursement of the preferential credit for social housing program (worth VND 3 trillion), the Government spokesman said the package was designed to help low-income earners, including State employees to buy affordable homes.

Over the past two years, more than 18,000 families have benefited from the package by May 31, 2015, Mr. Nen said.

However, according to some media reports, a number of businesses took corrupt advantage of this policy to seek illegal profits. The Government spokesman said the Ministry of Construction tasked the Inspectorate Department and Housing and Real Estate Market Management Agency to clarify the reports, review and continue improving regulations on lending conditions to avoid misuse of the loans.

Social housing projects will be checked and violations will be strictly handled, affirmed Mr. Nen.

Regarding slow promulgation of legal documents guiding the implementation of the revised laws on investment, enterprises, and real estate business, causing confusion for many enterprises, Mr. Nen said these laws introduce drastic reforms to remove barriers against business environment, establish mechanisms to support and protect investors and market.

Right from the beginning of 2015, PM Nguyen Tan Dung decided to name relevant ministries and agencies to quickly develop legal documents to enforce the laws.

Relevant ministries and agencies are now correcting and editing the draft versions based on comments of the Cabinet members./.
