
DPM asks to optimize ODA (13/8)

Deputy PM Hai pointed out that attracting ODA and preferential loans have faced a number of difficulties in the context that Viet Nam has become a middle-income nation.
Relevant agencies are therefore required to coordinate in mobilizing and preparing for new ODA projects.
The Deputy PM proposed the issuance of policies and mechanisms to make breakthrough in reeling in ODA and preferential loans.
In the first half of 2015, Viet Nam drew in US$1.573 billion in ODA and preferential loans and US$17 million in non-refundable aid, equal to 70.54% of the same period last year.
Projects and programs involving huge ODA and preferential loans include World Bank-funded Second Ho Chi Minh City Environmental Sanitation Project (US$450 million), Ben Luc-Long Thanh Expressway Project (US$262.79 million), Asian Development Bank (ADB)-sponsored Economic Competitiveness Enhancement Program (US$230 million), ADB-financed Noi Bai-Lao Cai Highway Project (US$147 million) and Support Program to Respond to Climate Change in Viet Nam (US$135.82 million).
As much as US$1.917 billion were disbursed in the first half, a year-on-year decrease of 38%. In the first six months of the year, Ha Noi disbursed US$31.372 million, equal to 180% of the year’s plan.
