The targets were unveiled at the second session of the HCMC People’s Council which kicked off

In the 2011-2015 period the city’s gross domestic product picked up 9.6% and GDP per capita reached US$5,217, over two times higher than the national average, HCMC vice chairman Le Thanh Liem said.

Addressing day one of the three-day session, the council’s chairwoman Nguyen Thi Quyet Tam said the council’s deputies will hear and consider reports on socioeconomic targets as well as cultural and defense-security issues for the next five years.

The HCMC government is also expected to report on the socioeconomic performance in the second half of this year.

Commenting on the city’s socioeconomic performance in the past months, Tam said economic growth was still lower than targeted. Public transport, post-telecom and foreign direct investment posted slower growth than in the same period last year, and administrative reforms and technological application did not meet expectations.

In addition, issues like food safety, environmental pollution, flooding, traffic congestion and crime remained to be solved. People’s complaints were not dealt with efficiently, Tam said.

Data of the HCMC government showed GRDP amounted to nearly VND477 trillion in the January-June period, up 7.4% year-on-year. Services inched up 7.7%, industry and construction rose by 7.5%, and agriculture was up 5.6%.

Liem also submitted eight proposals to the HCMC People’s Council for approval. They include a project worth VND993 billion to be implemented on the left side of the Saigon River to protect 1,600 hectares of land and benefit 25,000 people in parts of districts 2 and Thu Duc.

The city government also seeks permission to adjust up investment costs of the Thang Long bridge project from VND91 billion to VND450 billion and the upgrade of Nguyen Thi Dinh Street from VND645 billion to VND1.15 trillion.
