Báo cáo bổ sung của Chính phủ về tình hình kinh tế - xã hội năm 2014 và những tháng đầu năm 2015 trình ra Ủy ban Thường vụ Quốc hội (UBTVQH) được cho là vẫn theo mô típ cũ, năm sau cao hơn năm trước, quý sau cao hơn quý trước, và con số thực hiện cao hơn con số báo cáo Quốc hội. Mặc dù các giải pháp điều hành, quản lý trong thời gian tới cũng chỉ nêu ra mục tiêu, song cách thức thực hiện lại không thấy rõ.
