Do đó, một trong những tiền đề quan trọng để nâng cao năng lực cạnh tranh quốc gia là nâng cao chất lượng thể chế và nâng cao vai trò của Chính phủ trong điều hành chính sách qua đó làm giảm đi lợi ích nhóm và phát huy vai trò của chính phủ trong ổn định vĩ mô.
